The Milan Army Ammunition Plant is located 26.5 miles west of Milan, Tennessee and 26.5 miles north of Jackson. The facility covers 22,357 acres and is bounded on the east and west by Spring Creek Road and State Highway 465, respectively. The northern boundary is defined by the Rutherford Fork Obion River, and the southern boundary by the Mount Hope Cemetery and Brewery. Tennessee Military Base

The Milan Army Ammunition Plant was built in 1942 and consists of two separate facilities, the Milan Ammunition Depot and the Wolf Creek Ammunition Plant. The two facilities serve different roles for the Army and span 28,000 acres. A processor and casino, the Wolf Creek Command Plant processes ammonium nitrate, manufactures large and small caliber firearms, develops operational and ammunition storage facilities, and produces compounds and boosters for heavy weapons. The Milan Ordnance Depot was responsible for all ammunition operations after crossing the left side of Wolf Creek. The Milan depot was involved in the distribution of explosives and munitions to US military forces worldwide and to the European theater of World War II.

Proctor and Gambling Defense merged the two facilities in 1943 to form a single major factory for the production and distribution of military ammunition. Operations continued as normal for the remainder of World War II. In 1945, Proctor and Gambling transferred all facilities to the US government and re-registered as Milan Arsenal. The facility remained inactive for six years until the United States decided to launch a war on the Korean Peninsula.

Between 1951 and 1962, the facility underwent a number of activities, including two name changes. Milan order factory, then Milan order warehouse. The current Milan Ammunition Depot ceased production of most ammunition in 1962 and began serving a few small US Army field units. The facility was retained again in 1963, this time at the Milan Army Ordnance Plant, to expand US operations and increase training support production. The facility is located within hours of major transit highways such as I-40, I-24, I-65 and I-55 and has the ability to ship and receive freight via railcars. The shipping facility serves the Milan Army Depot as a loading, assembly, packaging, shipping, storage and receiving facility for the US Army and the Department of Defense. This includes responsibility for arms distribution and disarmament, maintenance, physical stockpile and ammunition requisitioning by all branches of the armed forces and the Ministry of Defence.

The Milan Army Ammunition Plant is one of its largest facilities, and as a result, it is responsible for the production and storage of the majority of ammunition used by the US military for training and combat purposes. The facility has more than 2 million square feet of storage space, 1,450 buildings and 873 secure storage spaces. The plant is also capable of producing a wide range of ammunition and accessories. Manufacturing capabilities include tactical missile systems, mortars and components, rocket launchers, combination components, 40mm cannons, rockets, explosive bombs, grenades and incendiary cartridges.

In 2005, the Base Realignment and Closure Commission increased some production responsibilities from the Milan Army Ammunition Depot. The Kansas Army Ordnance Plant was closed, resulting in the transfer of production and storage of 120mm, 60mm, and 80mm mortar shells and the 155mm cannon to the Milan Army Ordnance Plant. The Milan Army Ordnance Plant is also responsible for the production and maintenance of 155 mm and 105 mm multiple rockets, 80 mm and 60 mm mortars, and the former was responsible for the Lone Star Army Ordnance Plant.
